His actions were driven by desperation—his ex-wife Marsha’s life was threatened—and while he didn’t kill anyone, the situation raises questions about accountability.
Christiane Paul, who plays Chief Winter, shared her perspective in an interview with TV Insider. She admitted she would not charge Sam, saying: “I think I would never charge him for anything because I really understand in what horrible situation he is in. So, my feelings are with Sam.”
Paul emphasized that Winter sees Sam’s actions as emotionally driven rather than malicious. While she serves as an antagonist in some respects, Winter ultimately empathizes with Sam’s motives.
Paul explained that Winter’s character was designed to understand people’s emotions and needs. “It’s a very human reason,” she said of Sam’s decision. “What Sam actually does is not easy to take and to understand, but we do because we can feel him. We can see him with this great, warm personality, which he presents.”
She speculated that if another police officer with a different temperament had been in charge, the outcome might have been harsher.
When asked if Winter herself would make the same choice in a similar situation, Paul was cautious. She suggested that if convinced it was necessary, Winter might act similarly, but only under extreme circumstances.
Paul believes audiences can understand Sam’s choices on an emotional level, even if they don’t condone them. His desperation and humanity make him relatable, and Winter’s empathy reflects that complexity.
